Caltrans invites interested providers of medium- and heavy-duty zero-emission vehicle charging and hydrogen fueling services to submit project concepts for consideration for nomination to the California Transportation Commission’s Trade Corridor Enhancement Program (TCEP).


Projects must meet the following criteria:
• Medium- and heavy-duty ZEV charging or hydrogen fueling services.
• Solution is aligned with California’s goals for equitably advancing ZEVs.
• Provider would otherwise be unable to apply for TCEP without the support and nomination of a public agency.


Submissions are due by July 10 at 11:59 p.m. PT.

The Federal Highway Administration (FHWA) is hosting a webinar to provide information on the Notice of Funding Opportunity (NOFO) announcing the availability of funding for the Round 2 Charging and Fueling Infrastructure (CFI) Discretionary Grant Program Opportunity (693JJ324NF00017). The CFI Round 2 NOFO provides funding for Round 2 applications, as well as funding to fund applications previously submitted but not selected for award under the FY2022/2023 CFI Round 1 NOFO (693JJ323NF00004) published on March 14, 2023. 

During this webinar, FHWA will provide information specific to the funding for Applications Previously Submitted under FY 2022/2023 CFI NOFO Round 1. As such, this webinar is intended for entities that previously submitted but were not selected for an award under the FY2022/2023 CFI Round 1 NOFO (693JJ323NF00004). 

Background: Section 11401 of the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (Pub. L. 117-58, Nov. 15, 2021), established the Charging and Fueling Infrastructure Discretionary Grant Program which is codified at 23 U.S.C. § 151(f)(2). There are two funding categories under the Charging and Fueling Infrastructure Discretionary Grant Program: (1) Community Charging and Fueling Program Grants and (2) Alternative Fuel Corridor Grants. CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles.

The meeting will discuss proposed funding allocations included in the draft staff report version of the 2024–2025 Investment Plan Update for the Clean Transportation Program. This is a hybrid meeting consistent with Senate Bill 544 (Laird, Chapter 216, Statutes of 2023), with both a publicly accessible physical location and public access online or by phone through Zoom™. The Presiding Member of the Advisory Committee, Commissioner Patty Monahan, will attend this June 7, 2024 meeting via Zoom.

The public can participate in the meeting consistent with the attendance instructions below. The CEC aims to begin promptly at the start time posted and the end time is an estimate based on the proposed agenda. The meeting may end sooner or later than the posted end time.

2024–2025 Investment Plan Update for the Clean Transportation Program

The 2024–2025 Investment Plan Update for the Clean Transportation Program guides the allocation of base program funding for Fiscal Year 2024–2025. Base program funding, originally established in 2008 through Assembly Bill 118 (Núñez, Chapter 750, Statutes of 2007) and most recently reauthorized in 2023 through Assembly Bill 126 (Reyes, Chapter 319, Statutes of 2023), has averaged about $100 million per year. The 2024–2025 Investment Plan Update also includes Greenhouse Gas Reduction Fund and general fund allocations proposed through Fiscal Year 2027–2028. The California Energy Commission (CEC) reviews the proposed allocations of base program funding annually and adjusts as needed.
