TUESDAY, MARCH 29-THURSDAY, MARCH 31 IN LONG BEACH CA. Following up on the successful programs on hydrogen for aviation produced by the VFS Hydrogen electric vertical takeoff and landing (eVTOL) Council in 2020-2021, VFS is hosting the next logical follow-on, a workshop to bring leading experts to discuss the promise, progress and barriers of implementing hydrogen fuel cells for eVTOL and other types of propeller aircraft. This is part of a new effort to help accelerate development and scale on both the hydrogen infrastructure as well as the fuel cell aircraft called H2-Aero.

Topics include aviation-relevant hydrogen storage (onboard and ground), production, transport, fuel cells in aerospace, synergies with ground infrastructure, demonstration project and use cases and cross-industry applications, as well as aircraft system considerations.

The event will feature two days (March 29–30) of informative presentations and insightful discussions (the Symposium), as well as the Workshop for H2-Aero. As a plus, there will be a tour of Toyota's hydrogen and fuel cell heavy duty vehicle facilities at the Port of Long Beach, California, on Thursday, March 31.

MONDAY, FEBRUARY 28 AT 9:00AM PACIFIC. The California Energy Commission (CEC) will host a workshop to gather stakeholder feedback on potential medium- and heavy-duty (MD/HD) zero-emission vehicles infrastructure projects. The hydrogen refueling concept (item 2.a. on the agenda) includes light-duty infrastructure as well as MD/HDDuring the workshop, CEC staff will present proposals for future funding projects that will increase the charging and refueling infrastructure needed to support the deployment of zero-emission MD/HD vehicle technologies within the California freight system, transit bus fleets, school bus fleets, and other transportation sectors. These investments will further the goal of a convenient and accessible network of fueling infrastructure for all fleets and operators. A quorum of commissioners may participate, but no votes will be taken.

The workshop will be held remotely, consistent with Assembly Bill (AB) 361 (Rivas, Chapter 165, Statutes of 2021) as extended by Governor Newsom’s Executive Order N-1-22 to improve and enhance public access to state agency meetings during the COVID-19 pandemic. The public can participate in the workshop consistent with the direction provided below. Please note that the CEC aims to begin promptly at the start time posted and the end time is an estimate based on the agenda proposed. The workshop may end sooner or later than the posted end time depending on various factors.

The FY 2022-23 Funding Plan will describe CARB’s proposed investments from the Air Quality Improvement Program (AQIP) fund and Low Carbon Transportation Investments.

Purpose of Workshop
This is the first in a series of public workshops and work group meetings CARB staff will hold on development of the FY 2022-23 Funding Plan. CARB staff anticipates releasing a proposed FY 2022-23 Funding Plan in fall 2022 prior to Board consideration.
The workshop agenda is now available. Staff’s presentation will be posted prior to the workshop on CARB’s Low Carbon Transportation/AQIP website. All interested stakeholders are invited to attend.

Background
Annual Funding Plan for Clean Transportation Incentives: The annual funding plan is each year’s blueprint for expending Low Carbon Transportation, AQIP, and related funds appropriated to CARB in the State budget. The plan describes CARB’s policy drivers and vision for advanced technology mobile source investments, eligible project categories and criteria, project funding allocations, program implementation details, and the justification for these investments.

California Climate Investments Low Carbon Transportation Funding: The Low Carbon Transportation program is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. To date, over 56 percent of CARB’s Low Carbon Transportation funding has been in or benefitting low-income and disadvantaged communities, including low-income households.
The Legislature has appropriated over $3.6 billion to CARB for Low Carbon Transportation projects to reduce greenhouse gas emissions over the past eight budget cycles. The Governor’s proposed State Budget for FY 2022-23 includes $676 million in Cap-and-Trade auction proceeds for the Low Carbon Transportation Program. In addition, this year’s proposed allocation is augmented by an additional allocation from the General Fund. This additional funding is described below.
General Fund: The Governor’s proposed State Budget for FY 2022-23 includes $575 million from the General Fund as a part of a multi-year ZEV acceleration package that builds upon last year’s budget to equitably develop the ZEV market, both in the light- and heavy-duty transportation sectors.

Air Quality Improvement Program: AQIP is a voluntary, mobile source incentive program that focuses on reducing criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. The FY 2022-23 budget includes $28.64 million for AQIP. AQIP has provided funding for the Clean Vehicle Rebate Project, truck and bus vouchers, advanced technology demonstrations, and the Truck Loan Assistance Program since 2009.

The California Air Resources Board (CARB or Board) invites you to participate in a public workgroup meeting to discuss the Advanced Technology Demonstration and Pilot projects that were approved in the FY 2021-22 Low Carbon Transportation (LCT) Funding Plan.  Five project categories were approved supported by an allocation of $40 million from the Greenhouse Gas Reduction Fund.

At this workshop, staff will discuss the five project categories that were approved: Municipal Green Zones, Resilient Zero-Emission Vessel Charging Project, Modular Zero-Emission Capable Cargo Handling Equipment Demonstration, Emission Reductions for Ocean Going Vessels, and Zero-Emission Intrastate Line Haul Locomotives projects.  Additionally, staff will discuss the opportunities for a third-party administrator to oversee implementation of the Municipal Green Zones project and how a potential third-party administrator candidate can compete to implement the rest of the projects that are selected for funding.
Additionally, staff will discuss project implementation options and opportunities, project disadvantaged community requirements, match funding requirements, eligible applicants and project timelines.
