Panelists invited include California transit agencies, the Governor’s Office of Business Administration and Economic Development (GO-Biz), the California Department of Transportation (Caltrans), the California Energy Commission (CEC), the California Public Utilities Commission (CPUC), electric utilities, and hydrogen suppliers and station builders. This meeting will present current successes and discuss challenges and solutions on infrastructure needed for a full-scale conversion.

THURSDAY, DECEMBER 15 FROM 9:00AM- 4:00PM PACIFIC. The Board will consider approving the 2022 Climate Change Scoping Plan (2022 Scoping Plan) along with considering whether to certify the Environmental Analysis prepared for the 2022 Scoping Plan (including adopting the California Environmental Quality Act findings and statement of overriding considerations). The plan recommends a suite of actions to reduce anthropogenic emissions by 85% below 1990 levels and achieve carbon neutrality in California no later than 2045. This is the second of two Board hearings on this item.

As part of this agenda item, the Board will consider delegating to the CARB Executive Officer the task to collaborate with the Natural Resources Agency in establishing the expert advisory committee required by Assembly Bill 757 to advise the state regarding carbon sequestration and other nature-based climate solutions to greenhouse gas emissions.
*This item is scheduled to be heard on Thursday, December 15. Because the length of public testimony cannot be predicted in advance, this item may continue on Friday, December 16.

The California Energy Commission (CEC) will host a workshop to discuss and receive stakeholder feedback on how to define, measure, and improve the benefits provided to communities by the CEC Clean Transportation Program (CTP). The CEC is committed to equity, which includes how funds are allocated.
This workshop continues the effort to ensure that CTP projects are not only located in disadvantaged and low-income communities but also that these communities benefit from CTP investments.

The public can participate in the workshop consistent with the attendance instructions below. The California Energy Commission (CEC) will host a staff workshop to solicit feedback on the implementation of the new Clean Hydrogen Program created under Assembly Bill (AB) 209 (The Energy and Climate Change budget bill, Chapter 251, enacted in September 2022). This new program will contribute to economy-wide decarbonization by providing opportunities to accelerate clean hydrogen production and use. The staff workshop will discuss proposed program scope, project eligibility, and project requirements and considerations. Additionally, stakeholders and members of the public will have the opportunity to provide feedback during the workshop and via written comment.

The workshop will be held remotely. The public can participate in the workshop consistent with the attendance instructions below. With state and regional efforts to advance a clean hydrogen economy rapidly expanding, it will be important to consider the corresponding economic development and workforce opportunities. Tax credits are available for clean hydrogen projects that will boost economic opportunity, and investments in pilot demonstration projects may support new revenue opportunities for local communities. To help address labor gaps across the clean hydrogen supply chain and expand access to careers in the sector, states can support workforce development efforts, such as re-training programs for former oil and gas workers or apprenticeship programs at local colleges and technical institutions. This webinar will provide State Energy Offices with an overview of these and other potential workforce and economic development strategies as they explore a market for clean hydrogen in their states and regions.

WEDNESDAY, NOVEMBER 9 - THURSDAY, NOVEMBER 10 Global Mass Transit is organizing its second conference on “Clean Buses in the US”, on November 9-10, 2022 at InterContinental San Francisco. As of December 2021, over 3,500 ZEBs have been funded, ordered, delivered or deployed in the US. California is leading the deployment of ZEBs in the country and accounts for a 39 per cent share of the current ZEB fleet. This is driven primarily by its policies and programs that target a 100 per cent ZEB fleet by 2040. Other leading states include Washington, New York and Florida.

Transit agencies have mostly focused on the deployment of battery electric buses, with 95 percent of the current ZEB fleet comprising electric buses. Only a 5 percent share is occupied by fuel cell electric buses (FCEBs). This is due to factors such as the lower cost of procurement of electric buses and charging infrastructure. However, in the coming decade, the demand for hydrogen buses is expected to increase, owing mainly to factors such as faster refueling time and better mileage.
