Monday, November 6, 2023 - Monday, November 6, 2023

MONDAY, NOVEMBER 6 FROM 9:30AM-3:00PM PT. REMOVE ACCESS ONLY. The California Energy Commission (CEC) will host a joint workshop with the California Air Resources Board (CARB) and the Governor’s Office of Business and Economic Development (GOBiz) to discuss the customer experience at light-duty fuel cell electric vehicle refueling stations and the barriers to commercialization and deployment of fuel cell electric vehicles. The workshop will also provide an opportunity for residents who live near open and planned hydrogen refueling stations to give feedback on California’s network of hydrogen refueling stations.

The public can participate in the workshop consistent with the attendance instructions below. The CEC aims to begin promptly at the start time posted and the end time is an estimate based on the proposed agenda. The workshop may end sooner or later than the posted end time.

Agenda
This workshop will include presentations and discussions with hydrogen station developers, automakers, hydrogen fuel suppliers, fuel cell electric vehicle drivers, and residents who live near open and planned hydrogen refueling stations. Topics will include the Clean Transportation Program, hydrogen station location and development plans, low carbon hydrogen supply and costs, station reliability and equipment, and the consumer experience. The workshop will also include a public comment period. A more detailed agenda will be posted prior to the workshop at the docket pagehttps://efiling.energy.ca.gov/Lists/DocketLog.aspx?docketnumber=22-HYD-01.

Background
The CEC’s Clean Transportation Program has allocated nearly $267 million in public hydrogen infrastructure primarily for light-duty vehicles. California is expected to have 130 hydrogen refueling stations by 2027 with at least 7 stations capable of fueling medium- or heavy-duty vehicles. As of July 17, 2023, 65 stations have achieved open retail status.

The 65 open retail stations can serve up to 56,000 FCEVs when operating at capacity, more than the fueling needs of 13,664 light-duty FCEVs estimated to be on the road as of June 30, 2023. However, station downtime and recent hydrogen price spikes undermine the customer experience.
Of the 65 open retail stations, 12 have been offline for more than 30 days. These open stations have operated at around 60 percent of their full capacity on average, due to maintenance, equipment failures, supply chain constraints, and hydrogen supply disruptions. To address these  barriers and give FCEV drivers confidence in the refueling network, both the state and industry stakeholders must work together.

In collaboration with CARB, Go-Biz, and industry stakeholders, this CEC workshop is intended to discuss the light-duty FCEV customer experiences at hydrogen refueling stations in California and identify new strategies to overcome key barriers.

Wednesday, November 8, 2023 - Wednesday, November 8, 2023

WEDNESDAY, NOVEMBER 8 FROM 10:30AM- 11:30AM PT. The CHBC presents a special webinar to focus on engagement with our communities in California and to learn about diversity, equity, and inclusion initiatives of CHBC member companies. There is increased awareness of the importance of inclusion and environmental justice in federal and state energy programs and policy – including the hydrogen hubs – as critical to developing successful projects while ensuring positive benefits at the local level. Panelists will discuss their experiences with hydrogen in their own communities and corporate engagement strategies.

TUESDAY, NOVEMBER 7 FROM 1:30 - 3:00PM PT. Join the California Air Resources Board (CARB) will host a public meeting regarding the Notice to Prospective Proposers for the Request for Proposals (RFP) titled “HystEP 2.0, Device Design, Build, and Warranty.” At this meeting, CARB staff will walk through the RFP, the requirements for the proposals, and the scoring matrix.

The RFP can be accessed by visiting the link below and searching for "hystep" in the Event Name field.

Background
With the introduction of more fuel cell electric vehicles (FCEVs) on California roadways and the need to electrify vehicles to reduce the impact of climate change, the need for available hydrogen refueling stations is growing and must expand rapidly to align with State goals. While State funding from the California Energy Commission (CEC) is helping to solve this problem, solutions need to be developed and implemented to help reduce the time to commission hydrogen stations and enable them to open for public use. To address this issue, new design specifications for an updated testing device were developed by a team from the National Renewable Energy Laboratory (NREL) with input from industry stakeholders and staff from the Governor’s Office of Business and Economic Development (GO-Biz), CEC, and CARB. This solicitation seeks services to transform the initial specifications developed by NREL into a fully specified HyStEP 2.0 design, build, test, and validate device performance, and provide training to State staff that will operate the HyStEP 2.0 Device (Device) in the future.
The Device is intended to be a surrogate for FCEVs and to make necessary improvements from a similar first-generation device currently operated by CARB. The HyStEP 2.0 Device will be capable of performing tests defined in the latest test method standard CSA Group Hydrogen Gas Vehicle (HGV) 4.3, able to complete at least 7 back-to-back 4kg fills using the latest CSA Group HGV “hourly fuelling capacity test procedure,” and provide the data needed to ensure that hydrogen stations meet the latest fueling protocol standard SAE International J2601 and back-to-back requirements.

Questions Regarding the RFP
Questions are not permitted during the public meeting.   However, if you have questions, notice any discrepancies or inconsistencies, or need any clarifying information, follow the directions listed in the RFP for submission of written questions.  All questions must be submitted in accordance with the RFP instructions and sent via email directly to the listed contact person and not through the Cal eProcure system.
