The California Energy Commission (CEC) will host a staff workshop to solicit feedback on the 2023 Staff Report on Senate Bill 643: Clean Hydrogen Fuel Production and Refueling Infrastructure to Support Medium- and Heavy-Duty Fuel Cell Electric Vehicles and Off-Road Applications (2023 SB 643 Staff Report). The intent of the workshop is to answer questions and solicit feedback to help inform the 2023 Final Report on Senate Bill 643: Clean Hydrogen Fuel Production and Refueling Infrastructure to Support Medium- and Heavy-Duty Fuel Cell Electric Vehicles and Off-Road Applications (2023 SB 643 Final Report).

The public can participate in the workshop consistent with the attendance instructions below. The CEC aims to begin promptly at the start time posted and the end time is an estimate based on the proposed agenda. The workshop may end sooner or later than the posted end time.

MONDAY, OCTOBER 16 FROM 2:00PM - 4:45PM EASTERN TIME. On Friday, October 13, 2023, OCED announced the selection of seven H2Hubs across the country for award negotiations. The goal of the H2Hubs program is to help accelerate the production, processing, delivery, storage, and end-use of clean hydrogen - critical to DOE’s strategy for achieving President Biden’s goal of a 100 percent clean electrical grid by 2035 and net-zero carbon emissions by 2050. These H2Hubs represent a federal investment of $7 billion in hydrogen infrastructure and emphasize community and labor engagement; diversity, equity, inclusion, and accessibility; investing in the America Workforce; and the Biden Administration’s Justice40 Initiative. OCED is planning to hold three virtual briefings to provide more information on these selections and the path forward. MONDAY, OCTOBER 30- TUESDAY, OCTOBER 31, 2023. Join H2FCP's member Dr. David Blekhman at this year's Mobilize Summit in Long Beach, CA. During the "Train the Trainer H2" session, community college instructors, educators, and technology experts will discuss how to prepare the next generation of hydrogen professionals. Cal State LA has been offering courses covering fuel cells, solar technologies, and zero-emission vehicles (ZEVs). Moreover, the university has initiated an internship program at its Hydrogen Research and Fueling Facility. Drawing from these experiences, the session will delve into fuel cell technologies and introduce the newly developed hydrogen infrastructure curriculum. This curriculum includes topics such as an overview of the Cal State LA hydrogen station (major equipment), operational safety, fueling procedures, and control room environment and monitoring. Future partnerships and adoptions are encouraged.

This workshop is part of the 2023 IEPR proceeding. Commissioner Patty Monahan is the CEC’s Lead Commissioner for the 2023 IEPR. A quorum of commissioners may participate, but no votes will be taken. The CEC aims to begin promptly at the start time posted and the end time is an estimate based on the proposed agenda. The workshop may end sooner or later than the posted end time. The public can participate in the workshop consistent with the attendance instructions below.

Agenda

CEC staff will present initial findings and perspectives on preliminary analysis of the potential adoption of hydrogen to help decarbonize the electric generation and transportation sectors. Staff
will solicit feedback and identify priority areas of future analyses including in the 2025 IEPR (as required by SB 1075). The morning session will feature a panel of utility, developer, and
environmental representatives who will provide perspectives on hydrogen’s potential in California. The afternoon session will have two panels: one focused on the potential for hydrogen to help
decarbonize California’s power sector and a second on the transportation sector, which will also be followed by a roundtable discussion. Finally, the CEC’s Energy Research and Development Division
will give a presentation on hydrogen-focused research and development (R&D) projects being funded through the Gas R&D, Electric Program Investment Charge (EPIC), and Clean Hydrogen programs.

There will be an opportunity for public comment.

FRIDAY, AUGUST 18 AT 10:00AM EST. The webinar will include an introduction and overview of the U.S. National Clean Hydrogen Strategy and Roadmap, including an explanation of the benefits of clean hydrogen and its important role in the clean energy transition. Leaders from DOE and the White House will also discuss progress on the whole-of-government approach to clean hydrogen, detailing how hydrogen-related work is organized and coordinated within DOE and across multiple federal agencies. The webinar will include 50 minutes of presentations, followed by 10 minutes of Q&A. A recording will be available after the event.
