THURSDAY, AUGUST 26, 2021 | 9:00AM (EASTERN). The Circular Carbon Economy project is a joint initiative between Columbia University’s Center on Global Energy Policy and the Global CCS Institute. The multi-year project explores options to reduce, reuse, recycle, and remove CO2 emissions from the global energy economy and global ecosystems. The goal is to provide decision makers (including policymakers, investors, and civil society) quantitative understanding of options that can accelerate global decarbonization, reduce risks, and create economic growth. Early work builds on new and existing scholarship to create opportunities and actions for a just and verdant energy transition.

In June, we shared the key findings from our new reports, “Blue Hydrogen: Production and Use,” and “Green Hydrogen in a Circular Carbon Economy: Opportunities and Limits.” The reports touch on production, transportation, and use of zero-carbon hydrogen (blue, green, and bio), how and where there are opportunities to catalytic early action and investment, and what’s needed to put the world on a useful path to maximizing the value of a critical carbon-free fuel.

The Center on Global Energy Policy and the Global CCS Institute will host a discussion that will bring together experts in technology, policy, and finance to address how hydrogen can rapidly provide commercial energy services across key sectors (power, transportation, industry, and buildings). The event will feature a keynote address and a short presentation by project co-leads, Dr. S. Julio Friedmann, Senior Research Scholar, Center on Global Energy Policy at Columbia SIPA, and Alex Zapantis, General Manager - Commercial, Global CCS Institute, followed by a panel discussion.

MONDAY, AUGUST 30 AT 3:00PM (PACIFIC). The California Hydrogen Business Council (CHBC) is hosting a two-hour workshop in conjunction with the ACT Expo in Long Beach on August 30, 2021. This workshop will cover hydrogen fuel cell electric trucks. As fleet operators in California and beyond begin to consider adopting zero-emission technologies in their fleets, careful consideration of capabilities and requirements is needed to determine if the technology is suited to application duty-cycles, location, and use. Fuel cell electric trucks are capable of performing the heavy workload of commercial and industrial fleets and offer similar operational logistics to diesel fleets with no tailpipe emissions other than water.  

The Hydrogen – It Really Does Work Today! Fuel Cell Truck Workshop at ACT Expo will present the real-world status of hydrogen fuel cell electric trucks to clean transportation stakeholders and fleet operators at ACT Expo. This workshop will cover:

The California Air Resources Board (CARB) invites you to participate in a virtual public workshop to discuss the proposed Advanced Clean Fleets (ACF) regulation. The ACF rulemaking is part of a comprehensive strategy to achieve a zero-emission truck and bus fleet by 2045 everywhere feasible and significantly earlier for market segments such as last mile delivery, public fleets, and drayage applications.
CARB staff previously held a public workgroup meeting in December 2020 and a public workshop in March 2021 to discuss draft concepts. The purpose of this workshop is to discuss the initial draft ACF rulemaking language and updated cost assumptions. The workshop will include two primary topics:
• An overview of the draft regulation language and discuss comments and questions. The draft regulation language will include proposed requirements for drayage trucks, high-priority fleets, public fleets, and to increase manufacturer ZEV sales requirements in 2040 to better align with the Governor’s Executive Order N-79-20.
• Updated cost assumptions being used to develop the Standardized Regulatory Impact Assessment.

Background
Achieving California’s long-term air quality, climate, and public health goals will require a transition from the conventional combustion technologies to zero-emission everywhere feasible and near-zero-emission powered by clean, low-carbon renewable fuels everywhere else.  Promoting the development and use of zero-emission trucks will contribute to the goals set in the Sustainable Freight Action Plan and will help achieve emission reductions as outlined in the State Implementation Plan, Senate Bill (SB) 350 (de León, Chapter 547, Statutes of 2015), Assembly Bill 32 (Nuñez, Chapter 488, Statutes of 2006), and SB 32 (Pavley, Chapter 249, Statutes of 2016).  This effort is part of a broader strategy to increase clean, affordable transportation options such as zero-emission technologies, innovative methods to improve goods movement, and efficiency of transportation systems in California.

Every three years, the Department of Finance, in consultation with CARB and other State agencies, submits an Investment Plan to the Legislature to guide the investment of Cap-and-Trade auction proceeds. The Fourth Investment Plan will cover Fiscal Years 2022-23 through 2024-25 and is due to the Legislature in January 2022. Priority investment types identified in the Investment Plan do not guarantee funding but rather provide recommendations to the Legislature on potential funding opportunities to consider. The upcoming workshop provides the public with an opportunity to learn more about and share input on the Draft Fourth Investment Plan, which will be released for public comment prior to the workshop. SEPTEMBER 7-10, 2021. 2021 Pacific Fuels & Convinience Summit, in San Diego, CA. Join Keith Malone and staff on Wednesday, September 8 during the "Fuels of the Future: Taking Advantage of Opportunities in an Evolving Market" Panel with CaFCP members. As of July 1, California has 48 light-duty hydrogen stations that are open to passenger car drivers, in addition to two stations serving heavy-duty trucks in Southern California.  More than 100 stations – car, bus and truck – are in development and expected to open over the next several years.

Economic data from the California Energy Commission shows hydrogen station costs coming down, and the percentage of private co-investment increasing substantially. In addition, a recent report from the Air Resources Board shows that California can have a self-sufficient (translation: no government funding) light-duty hydrogen fueling network by 2030 with a final infusion of state co-funding that will likely attract a 90% investment match by private industry.
