The California Energy Commission (CEC) will conduct a workshop to gather information on the assessment of funding programs for clean transportation, primarily focusing on zero emission vehicles (ZEVs). This was originally scheduled as the afternoon session of the workshop held on August 19, 2020. The session was cancelled in response to unprecedented stress to the state’s electricity grid due to a heat wave. The workshop is part of the CEC’s 2020 Integrated Energy Policy Report Update (2020 IEPR Update) proceeding. A quorum of commissioners may participate, but no votes will be taken.

Germany published the National Hydrogen Strategy in June 2020 and approved € 9 billion of funding for green hydrogen production, of which €2 billion are earmarked for projects outside of Germany.

"The Federal Government is providing a coherent framework for the generation, transport and use of hydrogen, encouraging the relevant innovations and investment. The Strategy sets out the steps that are needed to meet the German climate targets, create new value chains for the German economy and foster energy policy cooperation at international level." FRIDAY, SEPTEMBER 18 FROM 10:00AM - 3:00PM. The California Air Resources Board (CARB) invites you to participate in a public workshop for the proposed Advanced Clean Fleets regulation.  This regulation is focused on strategies to ensure that the cleanest vehicles are deployed by government, business, and other entities in California to meet their transportation needs.  This effort is part of a comprehensive strategy to achieve a zero-emission vehicle (ZEV) truck and bus fleet by 2045 everywhere feasible and significantly earlier for certain market segments such as last mile delivery, public fleets, and drayage applications.  The initial focus of the proposed regulation would be on larger entities and the vehicles they use or hire to meet their needs.

MORE INFORMATION

The purpose of this workshop is to solicit feedback on fleet rules to complement the manufacturer ZEV sales requirement in the recently approved Advanced Clean Trucks regulation.  It is a continuation of the first workshop held in February 2020.  At this meeting, staff will be discussing concepts that include potential purchase requirements for public fleets, establishing a ZEV fleet standard, a green fleet contracting strategy, and ways to promote innovative transportation technologies.  This effort is part of California’s holistic plan to address challenging Federal air quality mandates, to protect the public health of all Californians, and to meet sustainability goals.  For more information on the ACT regulation, please visit the ACT website.

BACKGROUND
Achieving California’s long-term air quality, climate, and public health goals will require a transition from the conventional combustion technologies to zero-emission everywhere feasible and near-zero-emission powered by clean, low-carbon renewable fuels everywhere else.  Promoting the development and use of zero-emission trucks will contribute to the goals set in the Sustainable Freight Action Plan and will help achieve emission reductions as outlined in the State Implementation Plan, Senate Bill (SB) 350 (de León, Chapter 547, Statutes of 2015), Assembly Bill 32 (Nuñez, Chapter 488, Statutes of 2006), and SB 32 (Pavley, Chapter 249, Statutes of 2016).  This effort is part of a broader strategy to increase clean, affordable transportation options such as zero-emission technologies, innovative methods to improve goods movement, and efficiency of transportation systems in California.
